"Rooftop Revolution" a rule-changer for electric system

According to the Institute for Local Self-Reliance (ILSR), over the next 10 years 100 million Americans will be able to get cheaper electricity from rooftop solar than their utility provides. 

The Institute's report, "Rooftop Revolution: Changing Everything with Cost-Effective Solar", contends that the rules of the electricity system must change now for the electricity system to be ready for this opportunity. Currently, solar supplies less than 1 percent of electricity in the U.S., but the exponential growth predicted would indicate that preparation should start now.

Even without subsidies, the falling cost of solar will make it more affordable for 1 in 3 Americans by 2021 than utility-provided electricity, according to the report. Rooftop solar could provide 61,000 MW of capacity during that time.
